Leo serves as Senior Vice President, Analytical Services at PEC, where clients include the U.S. Department of Energy (DOE), the U.S. Department of Homeland Security (DHS), Architect of the Capital (AOC), the Occupational Safety and Health Administration (OSHA), and the National Aeronautics and Space Administration (NASA). He provides management leadership to a team of occupational safety and health experts, technical associates, and consultants of varying backgrounds while providing input for the corporate decision-making process and new business opportunities.

As the Vice President for Government and International Affairs of the National Safety Council (NSC), Leo had responsibility for crafting and directing NSC strategic participation in the worldwide safety and health community. He was responsible for establishing and maintaining relationships between the NSC and national and international safety and health organizations as well as for the development of governmental relationships and legislation to promote the NSC mission and business interests. He directed a "Blue Ribbon" panel of experts which conducted an assessment of the safety and occupational health management systems of the U.S. Department of Defense (DoD). He was also a member of the ANSI-certified Z-10 voluntary consensus standard committee on Occupational Health and Safety Management Systems and served as NSC lead to develop and conduct the World Safety Congress for the first time in the United States. As Project Lead for a $2.3 million grant to "Improve Mine Safety in China", his work resulted in regulatory changes and major process improvements on coal mine safety in China. While with NSC, Leo was also Project Lead for NSC’s first Hispanic Safety, Health and Environmental Forum and served as the point of contact for the NSC’s role as a management co-chair, participating in three joint United States/European Union conferences on occupational safety and health.

As Director of Field Programs at the U.S. Department of Labor’s Occupational Safety and Health Administration (OSHA), Leo served in the Senior Executive Service, providing day-to-day leadership to OSHA's Regional Administrators in the planning, programming, and execution of the entire OSHA program across the United States. He is also past chairman of the 12th Joint Committee of the International Labor Organization/World Health Organization on Occupational Health at ILO headquarters in Geneva, Switzerland, and the U.S. presenter of the U.S. Government position to an International Standards Organization (ISO) international conference on Occupational Safety and Health Management Systems in Geneva.
