Program Manager

Location:    Germantown, Maryland


  • Assist in the development, enhancement, and implementation of the DOE ES&H programs through research, analysis, updates to directives, policies, standards, and program documents; as well as direct assistance to sites and other stakeholders.
  • Develop, maintain, and manage client relations through program support, including task management and support, status meetings, and other initiatives.
  • Provide consulting to PEC clients on the direction, focus, and implementation of programs consistent with changing mission objectives and strategic goals.
  • Assist, as the PoC, in the development and implementation of support to AU’s safety culture and employee engagement program through training development, development and recommendation of program initiatives and enhancements, and staying abreast of status of program implementation activities.
  • Assist in assessing the safety culture in existing clients’ organization using recognized tools such as employee surveys, employee interviews, focus groups and/or assessment centers.
  • Assist in developing recommendations for improving safety culture with programs such as increasing employee engagement, establishing joint safety committees, and implementing occupational safety and health programs meeting national and international standards (ANSI Z-10 and ISO 45000).
  • Assist in developing a new line of business to improve organizational performance by recommending and implementing organizational development programs such as executive, management and employee development programs, recruitment and promotion strategies, and succession planning strategies.
  • Support the shift organizationally from a reactive Bid and Proposal (B&P) Focus to a more proactive Business Development (BD) Focus.
  • Support the Bid and Proposal Process through participation and assisting in the writing, editing, and review (as part of Pink Team, Red Team, and Gold Team Reviews) of PEC proposals and RFI responses.
  • Apply organizational development experience and practical application of techniques and tools to efforts to strengthen and better develop our BD program including focusing on areas of networking, building client relations with a focus on converting current client work into future procurement opportunities, and other BD areas of improvement.
  • Work closely with clients to ensure all deadlines are met, foresee their needs and provide solutions.
  • Maintain communication with varied contacts within the client’s many work sites.
  • Maintain initiative, flexibility, and cooperation in a team environment.

Required Qualifications:

  • BA or BS required, with 7-10 years of experience involving client interaction and customer service; or an equivalent combination of education and experience.
  • Must be customer service oriented, experienced in interacting directly with clients and possess the ability to foresee clients needs and provide solutions and recommendations.
  • Must Possess analytical capabilities.
  • Must possess good written, oral and interpersonal skills.
  • Proficient in Microsoft Office, Power Point, Excel.
  • Willingness to work in an environment that changes rapidly, and requires occasional long hours.
  • Ability to seat for extended periods in perform work in an office environment,including extensive use of computers.
  • Ability to meet the requirements for a DOE security clearance and Building Access badge. The candidate’s written consent to conduct a background check for the purposes of maintaining a security clearance will be required as a condition of employment.
  • A pre-employment test for the absence of any illegal substances will be required. Ongoing reviews and tests for the absence of illegal substances may also be conducted for continued access to client sites. The candidate’s written consent to conduct such tests will be required as a condition of employment.

Desired or Preferred Qualifications:

  • Knowledge of DOE sites and types of operation.
  • Self-directed, and able to define and achieve goals with little supervision.
