Technical Software Advisor / Capability Assurance Program

The Capability Assurance Program in the NNSA Office of Nuclear Incident Response (NA-84) develops and integrates high technology readiness level (TRL 6-9)
technologies into the response capabilities for the office to ensure response assets have the best tools available to accomplish their missions.
Major initiatives include development or recapitalization of gamma and neutron radiation detectors, including imaging systems, together with the
software to support them; development, supervision, and maintenance of the cloud space on which most office software is hosted; and development
and maintenance of specialized software to support the mission of the office. The office has an immediate need for technical software support.
Areas of responsibility include coordinating a nascent software sustainment portfolio with five major labs; reviewing program plans and policies,
technical documents, and proposals; and helping to coordinate the annual program review and other meetings. The Capability Assurance Software Advisor
will maintain awareness and general knowledge of all current initiatives within the program and serve as a POC for the program office. This position will require travel.
- Establish and maintain relationships with NA-84 program management, NNSA intra-agencies, end users, and teaming partners through managing priorities, project performance, and active communication/engagement.
- Ability to facilitate meetings and interviews in order to share ideas and findings, elicit information, gather requirements, and produce a consensus (or viable alternatives) among stakeholders, team members, and management.
- Provide consulting and recommendations to management, technology teams, and end users (emergency management, first responder, nuclear counterterrorism) on the implementation of enhancements to new and existing applications on the SHIRE (NA-84 Microsoft Azure Cloud IaaS).
- Champion and oversee approved technology changes and implementation to ensure office standards and best practices are met.
- Deliver technical peer review commentary on submitted software proposals to Federal Program Managers.
- Provide technical software and programmatic feedback to the Federal Program Managers during quarterly and midyear reviews.
- Work regularly with the national laboratories to become familiar with new capabilities while identifying project risks and opportunities associated with software sustainment.
- Provide ad-hoc general SHIRE support to NA-84 headquarters personnel or serve as a conduit for other SHIRE support requests.
- Track and manage program tasks including internal initiatives and externally mandated activities; a high degree of proficiency with the program’s internally developed web management software or any future management systems will be developed.
- Prepare briefings regarding program activities, capabilities, requirements, initiatives and technologies.
- Schedule, coordinate, and—in the absence of the program manager—lead large and small events, meetings, conferences, and working groups.
- Provide assistance with budget tracking and associated actions.
- Review technical reports and proposals and provide system-level and programmatic guidance and feedback to contributing laboratories.
- Attend technical meetings and provide meeting summaries as directed.
- Additional responsibilities as deemed appropriate by the Program Manager.
- Associates Degree, plus three years of experience with the development of technical software packages.
- Site access will require the qualified candidate be a U.S. citizen with the ability to obtain and maintain a DOE “Q” security clearance as well as Sensitive Compartmentalized Information access authorization.
- Must be able to process a variety of information, evaluate costs and benefits, and solve complex problems.
- Ability to read and understand requirement documents and develop plans, programs, procedures, and processes to support them.
- Comfortable extrapolating information from multiple sources and generating reports on the results.
- Ability to gain proficiency with new software packages and instruct others in their use.
- Extensive experience with the Microsoft Office Suite, including advanced word processing using Microsoft Word, as well as Excel, PowerPoint, and Outlook.
- Able to sit for extended periods and perform work in an office environment, including extensive use of computers.
- The candidate’s written consent to conduct a background check and a pre-employment drug and alcohol screening for the purposes of maintaining a security clearance will be required as a condition of employment.
- Ongoing reviews and tests for the absence of any illegal substances will be conducted as a requirement for ongoing access to DOE sites. The candidate’s written consent to conduct such tests may be required as a condition of employment.
- May require the periodic successful completion of a counterintelligence-scope polygraph examination.
- Able to sit for extended periods and perform work in an office environment, including extensive use of computers, under sometimes stressful conditions.
- Able to work after hours, extended shifts, and on weekends when required during emergency responses and exercises. Parking is not available on site.
- Travel will be required. Travel will be best cost to the government and only economy airfare and economy class rental cars will be allowed.
- Able to lift 50 pounds, carry your own luggage, and walk up to a quarter of a mile to work locations.
Desired or Preferred Qualifications:
- Bachelor’s degree in computer science or software development-related field.
- Experience in development of technology for radiological/nuclear incident response.
- Experience in radiological/nuclear incident response.
- General knowledge of agency organization and structure.
- Self-starting, with the ability to complete tasks with little to no guidance.
- Ability to rapidly learn and understand agency programs, and partnering agency operations.
- A willingness to support emergency response operations and incident management with an on-call requirement including after hours, extended shifts and weekends.
