PEC brings over 18 years of experience supporting the U. S. Department of Energy (DOE) and the National Nuclear Security Administration (NNSA) security needs, including security policy development, personnel security processing, and on-site reviews, including vulnerability assessments and Safeguards and Security (S&S) project reviews at a number of DOE field offices and sites, including:

Currently PEC provides security support to the DOE Office of Environment, Health, Safety and Security (AU/EHSS) and the Headquarters Security Office (HSO) and the DOE Office of Fossil Energy’s Strategic Petroleum Reserve Office. PEC was recently awarded a contract to provide the critical security training for Federal Agents tasked with safeguarding the control and transportation of government-owned special nuclear materials across the nation’s highways.

Clients

NNSA Office of Secure Transportation (OST)

The Office of Secure Transportation (OST) is managed by NNSA within the DOE. OST is responsible for the safe and secure transport in the contiguous United States of government-owned special nuclear materials.

DOE Office of Environment, Health, Safety and Security (AU/EHSS) and the Headquarters Security Office (HSO)

The DOE AU/EHSS provides corporate leadership and strategic approaches for protecting DOE’s workers, the public, the environment and national security assets. In the area of security, PEC supports AU/EHSS and HSO in the following areas:

Physical Training

Security Policy and Safeguards and Security (S&S)

PEC analyzes, develops and interprets safeguards and security policy governing national security functions and the protection of related critical assets entrusted to the Department. This includes the protection of DOE nuclear facilities, nuclear weapons components, special nuclear materials and classified information.
Specifically in the area of S&S, PEC supports the HSO that has responsibility for physical protection of assets and facilities, Information Security, and personnel security for federal and contractor personnel.

Technical Assistance

PEC provides corporate security expertise to assist all Departmental and NNSA field locations in planning site protection strategies, and coordinates with domestic authorities to provide safeguards and security technical assistance, technical systems support, and technology development and deployment opportunities.

DOE Office of Fossil Energy and the Strategic Petroleum Reserve Office (SPRO)

The Department of Energy's Office of Petroleum Reserves mission is to protect the United States from severe petroleum supply interruptions through the acquisition, storage, distribution and management of emergency petroleum stocks and to carry out US obligations under the International Energy Program. PEC supports the SPRO in areas of vulnerability assessments of the SPRO assets and facilities; develops security policy and procedures to be implemented at SPRO sites across the country; provides security audits, reviews and assessments of the security posture; and evaluates implementation and compliance with security policies, procedures and protocols.

DOE Office of Environmental Management (EM)

The mission of the Office of Environmental Management (EM) is to complete the safe cleanup of the environmental legacy brought about from over six decades of nuclear weapons development and government-sponsored nuclear energy research. In support of those activities, PEC has been supporting EM since their inception in providing support to projects including numerous first of a kind nuclear materials treatment, waste disposition, environmental cleanup and reduction of the risks from management, storage and disposal of these excess nuclear materials and nuclear wastes. Key Safeguards and Security considerations included material control and accountability, non-proliferation, and safety, health, and environmental risks and challenges for EM cleanup activities.

DOE Field Offices

PEC has provided security support services to a variety of field offices and national nuclear weapons labs including work at:

  • Los Alamos National Laboratory
  • Sandia National Laboratories
  • Brookhaven National Laboratory
  • Oak Ridge National Laboratory Security support also included work at DOE operating facilities and sites including the Y-12 National Security Complex at Oak Ridge, and at the Hanford Site.

Nuclear Regulatory Commission (NRC)/Nuclear Energy Institute (NEI)

The NRC is responsible for the formulating policies and regulations governing nuclear reactors and nuclear materials safety, issues orders to licensees, and adjudicates legal matters regarding areas of their responsibility. The NEI promotes the beneficial uses of nuclear energy, a leading source of carbon-free electricity. PEC has supported the NEI in their reviews and comment on NRC’s draft Design Basis Threat, Protective Force Training, and Performance Test Planning.

PEC’s Security Instructor Corps is made up of more than 50 full time employees and part time associates who provide a wide range of extreme and rigorous para-military style security training including live fire, explosive breaching, and close quarters combat training for the Federal Agents who are tasked with safeguarding the control and transportation of government-owned special nuclear materials across the nation’s highways. Security Program Services

PEC provides a full range of security program services including performing assessments and reviews of security programs, on-site vulnerability and threat assessments, Safeguards & Security (S&S) policy development, reviews of implementation and/or effectiveness of S&S programs, and can conduct reviews of specific security capital asset projects or upgrades. PEC provides a full range of support to the Department of Energy Office of Environment, Health, Safety and Security’s Headquarters Security Office (HSO) in the following areas:

  • establishment and termination of Security Areas;
  • classified Conference Management support;
  • support for the Security Clearance Processing Unit;
  • Foreign National Access support;
  • Fabrication and Issuance of Shields and Credentials; and
  • Operate HSO’s classified mail stop.

Security Policy Support, Implementation, & Evaluation

PEC provides support for both security policy development, as well as evaluation of implementation of security policies, procedures and protocols. Specific skills include:

  • establishment and termination of Security Areas;
  • classified Conference Management support;
  • support for the Security Clearance Processing Unit;
  • Foreign National Access support;
  • Fabrication and Issuance of Shields and Credentials; and

Security Analysis

PEC has performed security analysis, vulnerability assessments, and evaluation of existing facility designs and operations, as well as evaluating new construction designs that meet the demands of state of the art design basis threats. PEC has experience employing a suite of modelling tools (ASSESS, JCATS, VISA, Blast FX, and HOTSPOT), as well as developing our own three-dimensional conflict simulation system to support vulnerability assessments and perform realistic desk-top live-fire training and simulations.

  • PEC conducted comprehensive vulnerability assessments at several Department of Energy sites and operational facilities including at the 3019 Uranium Processing Facility and the High Flux Reactor Facility at the Oak Ridge National Laboratory.
  • PEC provided subject matter experts and expertise to the Nuclear Energy Institute in their reviews of draft Nuclear Regulatory Commission (NRC) guidance including the NRC Design Basis Threat (DBT) and Protective Force Training.

Personnel Security Services

PEC supports clients across the full range of personnel security services including supporting the background check process, obtaining and terminating security clearances, initiating, tracking and recording clearance activities and assisting in the adjudication process. Specific skills include:

  • Obtained, assembled and submitted for approval all documentation required to obtain and terminate security clearances using eQIP system
  • Initiate applicants for HSPD-12 badges in the eQIP system
  • Checked USAccess for Fingerprints and performed Fingerprint retrieval
  • Track Personnel Security Files for Counter Intelligence Reviews
  • Support Classified Visits

Project Examples

PEC provides comprehensive Safeguards &Security (S&S) training and specialized S&S technical and programmatic expertise to Department of Energy (DOE) clients at all management levels. Some examples of our relevant projects are:

Tractor Trailer
  • PEC was recently awarded the contract to provide training services to the Office of Secure Transportation Federal Agents. PEC provides the exercise controllers, course designers, and safety oversight for these high hazard live fire exercises conducted at the various agent operations commands across the country.
  • PEC has supported the disposition of nuclear materials from across the DOE complex for the Environmental Management program. Many of these projects also included S&S issues and material control and accountability issues, including transporting and dispositioning large quantities of spent nuclear materials across the site and across the nation.
  • PEC supports the Department of Energy Office of Environment, Health, Safety and Security’s Headquarters Security Office in management and tracking of clearances and security classification reviews of documents needed to support the Energy Employees Occupational Illness Compensation Program Act work performed by DOE.
